INTERNAL REGULATIONS

OF THE

WORLD ASSOCIATION OF EARLY CHILDHOOD EDUCATORS

CHAPTER I
OF THE MEMBERS

Any individual or legal entity will be able to join the WORLD ASSOCIATION OF EARLY CHILDHOOD EDUCATORS as long as he agrees with its goals.

Written membership applications should be submitted to the General Secretary.

Membership application to the WORLD ASSOCIATION OF EARLY CHILDHOOD EDUCATORS implies the expressed acceptance, on the part of the applicants, of the By-laws and of all decisions or administrative measures adopted by the WORLD ASSOCIATION OF EARLY CHILDHOOD EDUCATORS.

As long as the applicant doesn't receive the General Secretary's resolution that he/she has been admitted, he/she does not have the status of member.

Once received the membership application, the Association will inform the interested party on its decision.

In the case of a negative resolution the applicant will be able to appeal the negative decision, within thirty working days, and the resolution will be left pending until the next meeting of the General Assembly, when the application will be included as an item of the Agenda. To this General Assembly, he/she will make an appointment to the applicant so that he/she alleges what considers opportune before this Assembly. The applicant will be invited to attend the General Assembly to present his allegations. The mentioned term starts on the date of notification of the decision to the applicant.

The WORLD ASSOCIATION OF EARLY CHILDHOOD EDUCATORS will keep its own Register of Members and it will be governed regarding privacy of information by the terms foreseen in the Organic Law 15/99 of December 13, of personal data. This file will not be released to other people or entities, including members.

BECOMING AND CEASING TO BE A MEMBER

Any member that so wishes can withdraw from the Association. This should be notified in writing to the Governing Board a month in advance to the date it is to become effective, and after having fulfilled all membership obligations to that date.

A member can lose his status by agreement of the General Assembly at the proposal of the Governing Board, taking into account the allegations formulated by the interested party, and based on the serious unfulfillment of the norms contained in these By-laws and other applicable rules.

A member can also lose his status if he has not paid his fees for five consecutive months. This lack of payment will suspend all rights of the interested party. A member can also lose his status if he has not paid any extraordinary fees established by the General Assembly. The suspension of rights of the interested party will be for the period decided by the General Assembly.

The loss of membership status implies the loss of all rights, without exception, and no refund of fees of any kind can be claimed.

Any member, who leaves voluntarily the WORLD ASSOCIATION OF EARLY CHILDHOOD EDUCATORS, can re-join later on, but in such a case, he will have to cover an additional membership fee set by the Governing Board for his readmission.

 

CHAPTER II
ADMINISTRATIVE, ACCOUNTING AND DOCUMENTATION REGULATIONS

The economic-administrative régime of the WORLD ASSOCIATION OF EARLY CHILDHOOD EDUCATORS will be adjusted as for budgetary norms and of administration, recruiting, accounting, intervention and exam of bills, to that prepared in the Regulation of Internal Régime.

The economic-administrative regulations of the WORLD ASSOCIATION OF EARLY CHILDHOOD EDUCATORS will be adjusted, regarding budgetary norms, administration, hiring, accounting, intervention and verification of accounts to the dispositions of the Internal Regulations.

The members will be able to access the records of the Association, after requesting it in writing and explaining the reasons of his petition to the Governing Board. The Governing Board will decide whether or not this request should be granted.

Desìte the right to the examination of the accounting and record books of the Association, their content and the computer records of the members can not be given out to any member or entity.

RESOURCES

They following are the resources of the WORLD ASSOCIATION OF EARLY CHILDHOOD EDUCATORS:

1. Admission fees, re-admission, monthly or periodical fees as established by the General Assembly.
2. Extraordinary fees approved by the General Assembly.
3. Rights and other payments it has earned.
4. Profits obtained from its goods, bank account interests and benefits obtained from financial operations.
5. Income derived from the exploitation of its services, publications and activities.
6. Donations, grants, awards and other funds it can obtain.

 

CHAPTER III
ELECTION PROCEDURES

The members of the Governing Board will be elected by the General Assembly, among the closed proposals, headed by the candidate to the Presidency.

The election process will be announced to the members, at least, two months in advance to the date of the corresponding Assembly.

Parties interested in presenting candidacies to the Governing Board of the Association should do so with the General Secretary of the WORLD ASSOCIATION OF EARLY CHILDHOOD EDUCATORS, at least a month in advance, of the date for the elections. Each candidate can only be part of one candidacy, after having given his acceptance to be included in it.

The Secretary will attach the lists of candidacies submitted to the call and agenda of the General Assembly.

The Governing Board will name an Election Committee among the members, which will be formed by three members that are not themselves, candidates in the next election process. The Election Committee will be constituted formally, and keep a formal record of its actions. Each candidacy will be able to designate an inspector to participate in the meetings of the Election Committee, which will have voice but no vote.

The Election Committee will set the norms, conditions and terms of the election process within what is established in these regulations, as well as allot, for the General Assembly the time and order of intervention of each candidate to President.

If any candidacy wishes to send documents to the members of the Assembly, it will do so through the Election Committee, which will send it to the members, unless it understands that this document is offensive for the rest of the candidacies.

The Election Committee will be in charge of watching over the whole process, of presiding over the voting, to watch over the scrutiny, to issue the corresponding records and to solve whatever claims that come up.

The decisions of the Election Committee, on questions relative to the election process, will be firm and can not be appealed.

The voting process will be carried out keeping in mind the following criteria:

1. - The vote will be secret and personal.
2. - The paper of the ballots will be of the same size, quality color and printing and they will be deposited in a closed urn.
3. – At the end of the voting, The Election Committee will proceed to a public tally of the votes, by reading aloud the first name of each ballot, and the President of the Table will keep track of the results.
4. - The Election Committee will keep records of the scrutiny, recording the incidents and protests, if they were any. The records will be signed by the components of the Table.
5. - The President of the Table will give copy of the records to the members of each of the presented candidacies.

In the event that there is a single candidacy, it will be proclaimed elected without need of a vote.

In the event that there are no candidates, the current governing board will be held over during one more year.
